Steady as she Goes!

David Carter takes over Local Government.

He is a cautious operator who is unlikely to run with radical change proposed by Nick Smith.

Expect to see the eight-point  proposal withdrawn and thought through more thoroughly than the first version.

Key is likely to have told him that he cannot sit on his hands, and that the Government is committed to change - he will certainly re-define "public good".

You can be sure that he will resist the elimination of the regional councils - continued control by his farming support base in dairying areas in particular, is critical to resisting greenies, and others who press for 'real' effluent control over current passive resistance/denial amongst that fraternity.

Expect resistance to unitary councils.
