Whitianga Hearing

Dal Minogue has reported in as follows on yesterday's meeting:

The meeting began with not the Mayor chairing but Alison Henry - the Mercury Bay CB chair - with Leach sitting in like a Councillor.

The meeting started with Henry advising that only questions of clarification were allowed by elected members in response to submitters. So......when  it came to the matter of making private deals with developers in the revised DCP, I suggested that Leach should step aside and declare a 'conflict of interest' due to his close personal relationships with many of the Principals of Whitianga Watwerways Ltd (he even declared at a public meeting in Whitianga during the election that one of them was "a member of my Whanau").

Well, I certainly didn't get a question of clarification - Leach basically proceeded to tell me that I could get stuffed, that he didn't care and that I should "take it to the Ombudsman or AG or whatever and see how far I got".  Wow, I think its called hitting a raw nerve.

Anyway it was on the tip of my tongue to say that would be a waste of time seeing as the previous Mayor was excused by the AG from having to address the consequence of a conflict of interest due to the "seriousness of the consequences of conviction". But instead I just reminded him that I had not spoken to him in that way, where was his question of clarification and why was the Chair just sitting there?  

Well, that certainly sets the tone! We should perhaps have arranged for the same suggestion to be made at each meeting. Clearly Leach understands just how weak at the knees the AG has become - asking for action from that direction has become a futile exercise.   

Our friendly Mayor has clearly decided to leave the Chairing of the hearings to the Board Chairs. I trust that Strat will turn up on Friday, but don't bet on it.

To allow this on your blogg is not acceptable and destructive. It is true Minouge style which achieves nothing and is why the electors tired of him at the last election

John - You are welcome to your opinion, just as is Dal. I don't find his comment offensive - the conduct of these meetings, and in partricular the changes to the Development Contribution rules that are set to strongly favour developers at the expense of ordinary ratepayers has raised some major concerns that Dal has drawn attention to from day one. I have no problem with him drawing attention to this situation through the blog.
What I need to stop is personal attacks between individuals - that is what is not acceptable and destructive (in my opinion of course!)

on our side of the Peninsula [in case you have not noticed] we do things a little differently - like having non elected members of Council chairing a Ten Year Plan hearing -bearing in mind that members of Community Boards cannot be sued as can elected Councillors.
Heaven forbid why would you have a non elected member of Council [that is why we hold elections for Comm. Boards and Council separately] -chair a meeting as important as a Ten Year Plan hearing -- the Board chair is legally unable to vote at Council so how in earth are they going to handle the final summary of submissions -- another case of Leach not understanding the LGA of 2002 - or unsure of his ability to handle such a meeting?
Good on the call from Minoque - fair question when it comes to conflict of interest - but this current Council seems to pay little heed to the question of conflict - in fact the current council appears to be a law unto itself - and we just love it on this side!!
