Staffing 

Many have been prepared to accept claims by the current Council of having achieved improved 'efficiencies'. Conversely, there have been rumours of a substantially increased staff - excused by the necessity to cover functions brought back 'in-house' such as by-law enforcement, and liquor licensing. But there is little evidence to back this up - staffing numbers - particularly positions 'on', and 'off' are not revealed - the Chief Executive exercises full control over the entire establishment, and is not required to reveal numbers.

The functions listed below that appeared in a 'Positions Vacant' item on the Council website this morning do not fit into that category, and being new do not give confidence that the claim of 'efficiencies' is necessarily sustainable. All appear to represent attempts to increase bureaucratic oversight to one degree or another. Though I am sure that each can be justified in the interests of 'efficiency', they do give rise to speculation that the increase in staffing costs is not necessarily related to 'in-housing', or replacements for positions vacated following the Whitianga Sports-complex inquiry.
